If it does - you should rethink your backup strategy. In other words, “Real backup” as you seem to call it, should not include that transient data to begin with. They are updating the default exclusion list, that always existed by the way, to keep up with changes in third party software, and this is great that means they care and are paying attention: this is for your own good: while crash plan is busy backing up garbage that you did not bother to exclude your actually important data is not being backed up for longer. Those exclusions are for common transient data and caches that should not be backed up in the first place.

In my view, this means they are no longer able to do proper offsite backups, because you can't guarantee what you try to backup is what they actually backup - or to put that another way, if your backup contains one of the many files they are planning to exclude, when you restore it, it's going to be missing those files, so it's not a real backup. CrashPlan is about to forcibly exclude a whole pile of filetypes from backups.
